Yes the light is green. But you see that black SUV that's angled in there? It's leftover from the previous light cycle when it pulled into the intersection even though there was no where for it to go. And then of course the southbound traffic pulls in, even though there's no place for them to go either.

In NYC there's this concept - least used to be - about "blocking the box". Introduced maybe in the 80's when the city literally put big black boxes above the middle of intersections and made it a heavily fined misdemeanor to "block the box". It helped gridlock a lot. LA needs a "don't block the box" campaign, and this just proves it all over again.
